Add Track1DTabFunc (cloned from an old RichDet version) to TrackKernel and migrate TrackTools to use it.

Merged Christopher Rob Jones requested to merge AddTrackInterpolator into master

Longer term should be replaced with something more suited to the tracking ghost prob use case.
