Add unbiased residual monitor for UT

This MR adds the algorithm UTTrackResidualMonitor to monitor the unbiased residual for various UT elements, e.g. the entire UT, UT sides, full layers, half layers, staves, faces and modules. An associated qmt test is provided: Moore!4394

This algorithm also supports the mode to plot "true" unbiased residual i.e. when tracks are reconstructed without using UT hits at all. The TrueUnbiased Gaudi property is added to switch between modes. The UTHitLocation argument is used ONLY when TrueUnbiased is set to true.
