Fix OSElectron and OSVertexCharge tagger

The OSElectron tagger did not give any tagging decisions. The problem was that the ProtoParticle::Info method for EoverP and inHcalAcc does not give results anymore. It is now fixed by going through the CaloChargedPID object.

  • bug fix in the OSVertexCharge tagger
  • update the OSVertexCharge tagger to use the correct classification
