Add a track-list refiner that splits tracks based on MC cuts (and ghost/non-ghost)

This adds the TrackListMCTruthRefiner, which can split a track container to ghosts/non-ghosts, and the non-ghosts to those passing MC functors.

This can be very useful to study the impact of ghosts on algorithms, such as those measuring the hit efficiencies of detectors.
