Improvements for matching downstream composites to Velo tracks

Implements offline Velo matching as described in LHCb-DP-2023-004 adapted to Run 3.

Improves existing algorithm to carry out matching as described in the note. With this, we can cut on \chi^2_\mathrm{Match} in HLT2.
