Draft: Migrate basic RICH PyConf modules from Hlt/RecoConf in Moore

Migrate the basic building block modules for the RICH reconstruction and data/MC monitoring from Hlt/RecoConf in Moore.

This will eventually allow the RICH Reco QM tests currently in Rich/RichFutureRecSys to be reimplemented using the PyConf confituration system in the new Rich/RecoConf package.

Requires lhcb-datapkg/PRConfig!475 (merged) to fix some issues seen in new PyConf based tests.
