Draft: New downstream triplet tracking algorithm

This MR is dedicated to developing the new downstream triplet tracking algorithm. The HLT1 version was presented by @jzhuo here.

The idea of the algorithm is to make a triplet search using hits in the UT layer and a magnet point position.
