Draft: Hit errors of SciFi accessible through tools

  1. adds the generic IFTHitResolutionTool interface, intended to be implemented by (1) a flat resolution tool, and (2) a sophisticated resolution tool

  2. adds the FlatHitResolutionTool which only has values based on cluster size

What needs fixing:

  • run it on detdesc
  • add the actual conditions in dd4hep
  • use the tool in the PrStoreFTHits
