Extrapolate with stateprovider functor

This MR implements a functor to extrapolate tracks with the StateProvider tool. The StateProvider tool has already implemented a cache mechanism to speed the extrapolation. The new functor takes as input the track to extrapolate and the z position to which to extrapolate the track. This is useful for Ttracks, in cases where we want to get kinematic information of the track at the decay vertex. This MR needs LHCb!5099 (merged).
