Update DecayLengthSignificance and Lifetime functions to use the same math

  • Updated DecayLengthSignificance and Lifetime functions to use the same math. The Lifetime function should also have become a bit more stable and faster.
  • Removed the counter for the poorly converging fits, because it is not very useful. (Poor IPCHI2 candidates tend to converge very poorly.) There still is a counter for the failed fits: this is something we should really keep watching.
