Update RecSummaryAlg to use the new RichFuture decoded data via the TES.

Merged Christopher Rob Jones requested to merge RecSummary-UseRichFutureDecoding into master

Instead of the provider tool when available.

This will require more updates to the Brunel QM logs (as it removes the summary table the old tool created). Wish I had thought of this yesterday...
