Draft: RICH mirror alignment: calibrate the HLT1 prescaling education

The HLT1 "educated" deterministically randomized prescaling for the RICH mirror alignment aims at maximizing uniformity of the mirror combinations population with Cherenkov photons.

This new code fills per-mirror-combination 2D track spatial distributions under special spatial constraints on their Cherenkov photons. The resultant histograms will become source for calibration of the "angle-demand map" for tracks, that governs the above-mentioned HLT1 event filtering.

The code is intended for running over around 10 million, or more, minimum-bias MC events.
