Draft: Run5 Adding TV Timing information to Downstream/Long tracks for Cheated PR/v1 PR

Three additions currently, all WIP currently, will likely change. Targeting dathomps_useXMLforTVConst to isolate changes on local stack will target run5 when dathomps_useXMLforTVConst merged.

Additions:

  1. Adding the firstState time stamp from the TVTrack back to the TVUPCheatedPR and TVUPMPCheatedPR, before the track fit, which will correct the exact final timestamp. (we think we're happy with this solution!)
  2. First attempt at a script to add back timing information to v1 tracks (current output of run5 PR). The TV timestamp is lost by the v1 conversion, so TVstub matching is attempted. In tests, this has to be done after the v1 track fit to work, not ideal but ok solution until the PR scripts are updated to use Track_future.h
  3. Two new cheated PR scripts used offline, for cheated FT and MT tracks, using the output of the FT PR and merged MP+FT PR algorithms.

Very happy to discuss any details, and keen for suggestions to improve and I don't expect all of this to be merged in the end!
