[PrMPTracker] Optimize cut thresholds

  • Optimized cut thresholds in PrMPTracker (mainly adjusted m_maxChi2Hits, m_maxChi2DoF, m_minChi2HitFullRemove, m_minChi2PerDofFullRemove)

  • Applied clang-format fixes to pass code style checks

  • Improvement in MP tracking efficiency by ~3% and hit efficiency by ~8%
