Fixed a bug in PrVeloUT, PrChecker now reports the same number of tracks/ghosts as master branch

Apparently one line in the function PrVeloUTTool::formClusters got lost during the conversion to the new hithandler.

I checked the output with PrChecker and now get the same output as the master branch.
