Consistent fit for VeloTT tracks

Introduces a final fit in PatVeloTTHybridTool, that should make it reproducible in the TrackStateInitTool. See JIRA task: LHCBPS-1711

The old files are still kept until the configuration of the Run I sequence is cleaned up.
