Add the MVATool to compute and store a BDT variable in the MuonPID

The MR of the MuonID (!612 (closed)) has been moved from master to 2017-patches. Only the relevant files are included in this new MR.

Also fixes a bug in the upgrade configuration, that was overestimating the efficiency - see !707 (comment 333243)
