Add TrackResChecker to CheckPatSeq

Merged Simon Benedikt Stemmle requested to merge sstemmle-AddTrackResChecker into master

Adds a resolution checker for the output tracks of the fast stage. In preparation of a automated test for the ParameterizedKalmanFit.
