Reoptimse the RICH photon selection cuts for the Upgrade

This MR optimises a bit better the selection cuts used for photon candidates in the RICH reconstruction. The previous settings were not optimised 'overly rigorously' and in fact where a little more loose than really required. This MR tightens things up a bit. This significantly reduces the number of candidate photons created (hence you will see changes in the Brunel QM tests) with minor perturbations in the PID performance.

There are also a few incidental changes, such as updates to the monitoring algorithms, and a few small little clean ups.
