Draft: Add Event Packers for Run2 event model

Adam Davis requested to merge adavis_add_run2event_packer into sim10-patches

For consistency with the Run2Support inclusion of the event model, add the packing of the raw objects from Run2 to the same packed data model, enabling Lamarr to write the correct data for either Run2 or Run3.
