Removing TrackEffDownMuonNominalLine

Removed the line from dictionnaries. Yields the following warning:

# WARNING: Line StrippingTrackEffDownMuonNominalLine is declared but not appended to any stream

but no further mention of the line, especially in the StrippingReport
