Added D2HH and changed the prescale

So Nicola local rate tests showed that these lines were not included in my previous Settings file, this MR corrects it.

However, the rates on D2hh are way higher than in the related MR (!1003 (merged)), hence the WIP. @gpietrzy @cvazquez @nskidmor
