update BsPhiRhoLine to apply same cuts to all tracks, reduce prompt background

Adam Morris requested to merge bsphirholine into run2-patches

Replace StdTightPhi2KK with StdLooseDetachedPhi2KK to reduce prompt background (IP \chi^2 > 4 on kaons) allowing a looser p_T cut of 250 MeV (was 500 MeV).

The "track filter" cuts (on p_T, track \chi^2, IP \chi^2 and ghost prob) are now applied to all four tracks. These are configurable but default values taken from StdLooseKaons and StdLooseDetachedPhi2KK
