New Charm lines for decays D0 -> K- pi+ pi- l+ nu

Liang Sun requested to merge lsun_d2kpipilnu_lines into run2-patches

These are the lines for the decays of D*+ -> D0 pi+, D0 -> K- pi+ pi- l+ nu, where l+ can be either e+ or mu+. The test of these lines has been done by following the instructions in LBOPG-105. The 2016 test report is as follows:
