Patch: Tighten cuts in StrippingXicpToLambdaKSPip

Marian Stahl requested to merge mstahl_patch_XicpToLambdaKSPip into 2017-patches

Fixing !1303 (merged) where a wrong rate for the XicpToLambdaKSPip line has been measured.

Now the same cuts as in 2015/2016 are used. Long diff because of lb-format
