LineConfig for S35r2

The dbases and archives for S35r2 were made in S35r2_repos branch and then copied over to 2018-patches. Nicole forgot to also copy over the line config for S35r2 and so this was not included in the tag. It will not affect production as the lineconfigs are used to make the dbases and subsequently these are used. However, they should be added to the branch so people can easily reference them.
