Prepare B2CC LineConfigDictionaries and init file for re-stripping production

Since I have already validated and merged LineDictionaries and the latest init.py, which will be used for this re-stripping campaign to our B2CC_2018-patches branch last Saturday (!1735 (b5ed3c4e)), I extracted these files into an independent branch which targets our B2CC_2018-patches again for a better tracing purpose here.

And I would like to inform all proponents (@gawang and @jiew ) double check the values for your responsible lines in the LineDictionaries (The same for three years by default), as they will be set for the latter production.
