Re-fit PVs for StrippingB02DKLTUBD2HHHBeauty2CharmLine

@miverone @raaij @wouter @atully @abertoli : We'll need to patch S24r1p1 before launching productions, so we can include this fix. Please check that I've done it correctly, particularly for the B2OC config in StrippingSettings (it seems to build the lines OK anyway).

Currently I've added both lines from the Beauty2Charm_LTUnbiased.py module: StrippingB02DKLTUBD2HHHBeauty2CharmLine and StrippingB02DsKPiPiLTUBD2HHHBeauty2CharmLine. Is it necessary to run the DsKPiPi line? I noticed that PV refitting hasn't been enabled for that one.

@atully - I also fixed a bug in the config that the prescale for Lb2LcDWSD2HHHPIDBeauty2CharmLine wasn't being set.
