adding TrackEffVeloMuon lines for s29r2 - turcal broke september 2017

Apologies already for what you are going to read. We just notice (thanks Rosen and Sascha) that the turcal line corresponding to the Stripping TrackEffVeloMuon line got broken during 2017 data taking period. As this is used for the tracking efficiencies evaluation, is quite important we try to fix it. Could we add again this line for 2017 re-Stripping (29r2?)? Thanks
