Add config subdirectory with toy and timebiased delta ms fit configs

This is 1 of 3 MRs containing a large number of changes for the delta ms time fit and toy study scripts. See !277 (merged) for more details.

In this MR several configuration files for toy studies are added to a Toys subdirectory.
