move scripts into dedicated directory, create initial file structure, update lbcom

Adam Davis requested to merge adavis_reogranize into VPEmu_dev

Prepare this vetra branch as a gaudi project instead of as a collection of scripts. Major changes:

  • Make base directory for VP emulation as Vetra/VPEmulation
  • Move options for threshold scan into Vetra/VPEmulation/options
  • Update Lbcom version to v31r0, which is current latest

Allows for merging into master when time is right
