Make the TCKs for post-SeptMD data-taking

The hotfix commit:

The following sequences are created:

  • 0x10001077: hlt1_pp_forward_then_matching_1000KHz
  • 0x10001078: hlt1_pp_forward_then_matching_1050KHz
  • 0x10001079: hlt1_pp_forward_then_matching_1100KHz
  • 0x1000107a: hlt1_pp_forward_then_matching_1200KHz
  • 0x1000107b: hlt1_pp_forward_then_matching_and_downstream_1000KHz
  • 0x1000107c: hlt1_pp_forward_then_matching_and_downstream_1050KHz
  • 0x1000107d: hlt1_pp_forward_then_matching_and_downstream_1100KHz
  • 0x1000107e: hlt1_pp_forward_then_matching_and_downstream_1200KHz
