[LOS-1293] Use the new index monit_private_lxsoft_logs_web and not mount puppet_ips path

• Use monit_private_lxsoft_logs_web instead of linux_private-lxsoft-access-*
• Get puppet_managed value from the index instead of the puppet_ips file
• Not mount PUPPET_IPS path
• Install epel-release
• Use os_source instead of os_tag (it is going to deprecate in 1y)
