Permit sanity_check to fail in master

A few merge requests recently have passed the sanity check in MR but then failed in master when the MR was merged.

If the MR is successful I think its better to let the sanity check failure to be skipped over rather than blocking the deploy from master.

We may delay a MR due to a breakage of some random broken repo but delaying the deploy from master is super annoying and creates panic.
