[LOS-607] add fedora/epel syncing via quick-fedora-mirror

  • added support for new 'tool' in entrypoint script runsync.sh: quick-fedora-mirror
  • quick-fedora-mirror needs a configuration file to operate, this is generated using variables from repos.yaml
  • Dockerfile has been updated to install zsh (required for quick-fedora-mirror), and adding a build user (UID/GID 501) which is used when running quick-fedora-mirror. This exists to ensure consistency with existing EPEL/Fedora content on /mnt/data1/dist/{epel/fedora}/
