Add Ubuntu 2404 (noble numbat)

I've successfully built and installed HEP_OSlibs on a Ubuntu2404 test machine using equivs-build -s heposlibs.ctl -f.

This is based on the package list from CERN SFT Docker project. C.F the Ubuntu 2204 list.

Unfortunately I can't test everything yet since

I've amended the pkg.sh script but can't exercise it fully since it seems to depend on write access to the GitLab repo. Likewise for the readme and QA files - they still need regenerating properly.
