port cern-merge-keytab to python

Merged Ben Morrice requested to merge cmkpython into master
  • Like cern-get-keytab, this port does things differently to the perl port
  • ktutil is now the star of the show as opposed to the perl-authen-Krb5 module on perl; but the end result is the same
