Required to match the latest instantclient version.

It will be needed by https://gitlab.cern.ch/linuxsupport/rpms/perl-dbd-oracle, which will be needed to eventually have AIMS2 on C8.

https://gitlab.cern.ch/linuxsupport/rpms/releases/oracle-release already has the C8 instantclient repo.
