Release EL9, EL10 eos-release for desktop packages
New eos-release packages for el9 and el10
Note this was not being used on EL8 and EL9 for locmap since the puppet module was doing this:
patching the puppet module and adding the repo that way.
Move to a puppet-eosclient that requires this package and drops
that patch.
The old stale puppet configuration will nullified by this package
