Use dnf-automatic on EL8+

  • This package on EL8+ does not install any files. It will install dnf-automatic via requirements and enable the systemd timer dnf-automatic-install.timer
  • CC7 behaviour remains unchanged
  • Support for SLC6 and below has been removed
