Draft: Added InDetTruthMatchingDecoratorAlg for IDTPM

First version of InDetTruthMatchingDecoratorAlg for IDTPM: runs track-truth matching, based on existing truthParticleLink + saves matching as output decorations as map<string, elementLink>, to allow for chain-RoI aware matching.
