[INC-4676256] Isolate eos-report compact job

On INC-4676256 Carlos reported that the data from archive/eos-report for cms was not being compacted. After checking looks like it is not only affecting cms but other folders inside eos-report also.

To address this we have decided to split the compaction of eos-report folder into its own job. This commit creates the qa/prod compact-eosreport spark jobs and adds the eos-report to the blacklist of the general job.
