[MPESW-2427] Prevent fesa3 releases

Context

• Performing a FESA release outside of a VM can mess up the state of SVN

What was done

• introduce a wrapper script that checks if a release is attempted and prevents its launch
• install the script at a location that's looked-up before /acc/local/Linux/bin/fesa3
