minimal-ish setup to enable containerised, local FESA development.

what works:
- fesa3 CLI tool
- Eclipse + FESA plugin
- FESA navigator from Eclipse or shell
- L867 compilation
- unit tests

what does not:
- 'open terminal' button from Eclipse
- FESA releases (require NFS, do not attempt)

not tested yet:
- download/upload of instances from/to CCDB
- containerized FESA instance execution
- simulated timing with Python scripting
