Adding Computing Elements: Stable till job `Inserted` stage

Following MR contains stable changes for submitting a job through alien.py till INSERTED stage

Instructions

  • Create replica containers via jalien-replica.py
  • cp .jdl and .sh into alien.py and submit <filename>.jdl
  • ps shows job as Inserted
