Adding database support with custom endpoint

• Comments are polled (this may change)
• Setup drop-downs are filled whenever area changes
• Sample stub sqlite db is created in dev mode (schemas will be updated in another MR when real DB gets updated)
• User info has been moved to the store

WIP: lint a bit and add a README in src/db to explain how to use the scripts
