Simplify the howto on DCOs

I think this improves some of the working, and provides a convenience link from the recommendations

Some things that I'm still uncomfortable with:

  • The howtos on running an open-source project are really nested, and hard to find. Would be good to have a how-to for each topic instead.
  • DCO on gitlab - how does --signoff sit from a legal perspective?
  • Are there less painful ways (signoff is painful, and I doubt that it really has any legal advantage over a simple notice in the readme / MR template)
