Changing the tracker Dockerfile such that the default argument for SPACK_VERSION is default and not frozen. We want the variable to be set by the yml file always, and if it is not then we want to know that it is not. Involves #109 (closed)

Also changes in the .gitlab-ci.yml to make the SPACK_VERISION mirror the other git_refs
