Option to allow CERN-wide authorisation

• In case a user does not want to define (a) specific e-group(s) to be authorised to access the service but instead wants to authorise all logged-in users at CERN, they can now simply leave the corresponding field empty. The and directives can be used in the authorize.conf file to automatically take care of the respective configuration.
