Allow Connection and Upgrade headers for Websocket connections

I am not sure if I should add this extra configuration here or if it should be added as part of https://gitlab.cern.ch/vcs/oo-gitlab-cern CI router deployment, restricting it to just Gitlab's namespace.

This is a requirement for gitlab-runner CI Web terminals.
